Look on craigslist.  33x12.50x15 is a pretty common size, so you should be able to find some.  A lot of times they sell them with the rims, and you might be able to either buy them with the rims and then sell the rims later, or try and talk the selled into seperating them.  You could get away with your 32x11.50 as a spare, or keep one of your 33x10.50 as a spare.

If you want NEW tires, the best way is through the exchange buying from Town Fair. I have done this at the CGA....I am sure the navy does something simlar.

what is this program you speak of?

The USCG and NAVY exchanges here don't sell tires so they have a deal with town fair tire.  You go to TFT and get a written quote and then go to the gas station on base and pay for them at a significant discount.  Then take the receipt back to TFT and get the tires mounted.  It's a great deal for military guys.
