Why is it?

That engine designers place oil filters horizontal? I think every engine propelled toy I have it's this way, start unscrewing the filter and oil pours out all over the place. I just changed the oil in my Deere lawn tractor and the oil ran out the filter, down the case and onto the cross member only to ooze out various holes (for drain reasons maybe?  ??? ) and onto my gay-raj floor. I was going to get one of my daughter's diapers and install it to catch the oil....had a few motorcycles that could have benefited from a diaper............

keep a bunch of speedy-dry or cat litter around.  I do.  My taco's filter acutally is 30 degrees from being upside down; it acutally has the opening pointing mostly down!
