yes, they are talking about an across the board "refund" as opposed to the standard "return" that many of us get, which is actually just the government returning the money which was ours, and we stupidly overpaid to begin with rather than investing it, and instead we let the government invest it, and keep the interest.  :)

Gotcha.  Well, if they want to give me more money on top of what they owe me, then more power to 'em.  That's a winch, sliders, and a rear bumper with a tire carrier!
