My cb had quit working a few weeks ago. Tonight my goal was to fix it real quick. After re-doing all connections, the slow voltage ramp-up was still there (I even bypassed the noise filter). An hour later I get to the fuse (NOT blown), check it, then bypass it. Instant voltage ramp! Fuze was 40 ohm across!  I still (eventually) had 12 volts @ the radio.

I learned that a fuse can start to go before it blows. Maybe this lesson learned will save you the hour I just lost (I still need to put dash together).
