You say you bought a new mount, meaning the bolt snapped and the shock can't be removed so you are thinking about cutting your shock mount off and putting a new one on? Before doing that I'd do what Axle suggested, try to use an easy out to get the bolt out. Soak it with PB Blaster or WD40 for a few days before attempting to remove it. It might be simply be a good whack with another bolt to break the frozen one free without having to drill it out. If all else fails, you could remove the shock mount bracket but that should be your last resort. Keep us posted!
