I'd say insert a rubber bladder into the bumper. If you use only the bumper housing to store water then the first time you crack it even slightly you are gonna lose your water.

I would also like to have the controls either recessed or inside the cab. Too many things could pop up and snap the controls the way they were sticking out

I would rip that off with a rock.  Cool idea, but a lot more weight to haul around (extra 56+ pounds) and right on the back of the Jeep.
